必要な残りのポイント数を状態、支払金額を値にしてDPすればよいです。
ただ、Sが0のときは注意が必要ですね。

 dp(m) = 0 (m \le 0)
 dp_i(m) = C_i + \frac{1}{P_i}\sum_{j=1}{dp(m-S_{i,j})}
 dp(m) = \min_i{(dp_i(m))}

ですが、例2でルーレット2を選んだとき(m > 0)、
 dp_2(m) = 10 + \frac{1}{6}(5dp_2(m) + 0)
なので、
 dp_2(m) = 60
となります。
